NDP SG Notes 1st Jul 2020

 

Stoke Lacy Neighbourhood Development Plan Steering Group Meeting 1st July 2020 at 6.30pm held in Stoke Lacy Churchyard.

Notes

Attendees: Carole Leonard, Meg Warren, James Wilson, Marcel Carrier, Bill Morgan, James Wilson, Jo Davies, Freddie Lewis and Ali Parker.

BM welcomed two new members to the steering group: Freddie Lewis, an IT project manager who moved to the village in 2014 and lives with his family at the Old Rectory and Ali Parker, a marketing graduate working in PR in the agriculture and rural sector who lives on the family farm at Newton.

Agenda

  1. Update on funding. 
  2. Funds from the first tranche of the NDP grant have been received. Expenses from the public meeting and the first Kirkwells’ invoice have been paid. MC is working on the project budget.
  • Settlement boundaries.
  • BM had circulated maps of the parish boundaries and the two main settlement areas : Stoke Cross and Stoke Lacy. A discussion took place as to whether other settlement areas such as Cricks Green, Woodend Lane etc could be included as settlements for the purposes of the NDP. 
  • BM agreed to clarify with Samantha Banks of Hereford Council which settlements within the parish are part of the core strategy.
  • FL agreed to work on the first draft of new settlement boundaries and report back at the next meeting.
  • Issues and options (I&O)
  • CL has drafted the introduction and back ground section and sourced artwork from, artist, Colin Simmonds.
  • The following people volunteered to draft sections of the I&O document: 

JD: Community facilities, MW : Business and tourism, MC: Environment, AP: Farming.

  • BM suggested looking at other local NDP examples of I&O such as Ocle Pychard and Stretton Grandison for guidance.
  • Call for sites
  • BM to distribute details of process for call for sites (CFS) which should take place alongside the assessment of settlement boundaries. CFS is funded separately through a grant from Localities who then assess the specific sites offered by landowners as to their viability.
  • Important to identify all landowners including those who are not resident in the parish.
  • AP to draft a list of local landowners through consultation with her family.
  • AOB
  • Louise Kirkup of Kirkwells to be invited to attend the meeting on 15th July and to have a tour of the parish .
  • A discussion took place about how to re-engage interest in the NDP in the community.
  • Cider Press deadline for August edition 15th July.
  • Use banners to advertise new stages of the process and to place them and to position them on the village hall and at the Old Rectory. CL to provide costings.
  • Hereford Times and Community newsletter as well as CP to be used to advertise next stages.
  • The website stokelacy.co.uk to be used to update the community and to use the forum to initiate public discussions.
