Stoke Lacy Neighbourhood Development Plan Steering Group Meeting 15th July 2020 at 6.30pm held at Stoke Lacy Village Hall.

Notes

  1. Introduction. BM introduced those attending to Louise Kirkup and explained that he, AR, CL and JD had earlier in the afternoon, accompanied LK on a tour around the village so she could familiarise herself with the area covered by the Stoke Lacy NDP project. This was the first occasion that LK had met the steering group in person due to the Covid-19 restrictions.
  • Update on funding. 
  • Invoices from Kirkwells and other printing and stationery costs would be paid at the forthcoming parish council meeting later in the same evening.
  • Settlement Boundaries.
  • FL had prepared two proposed settlement boundaries around Stoke Cross and Stoke Lacy, which Samantha Banks of Herefordshire Council had confirmed were the areas designated in the Hereford core strategy as settlement areas in the parish, everything else being classed as ‘rural’. 
  • After a discussion it was felt that the new boundaries should be drawn fairly close to existing built boundaries and that proposed settlement boundaries should be delayed in order to take account of the ‘call for sites’(CFS) which had been launched. LK emphasized the need to consult widely and that the eventual settlement boundaries agreed should emerge as part of that process.
  • LK suggested two versions of the settlement boundaries should be drawn up one very close to the existing built areas and another ‘loser’ version which could be used for consultation with the parishioners in due course.

FL agreed to make some amendments to the proposed settlement boundaries and the group agreed that this would be a working document with changes made based on public consultation and the results of the CFS.

  • Issues and options (I&O)
  • BM asked that those who had agreed to undertake drafting of sections of the I&O, submit them to him by the end of July.

JD: Community facilities, MW: Business and tourism, MC: Environment, AP: Farming.

  • MC pointed out that the environment section is very complex and detailed and LK explained that Herefordshire Council would provide details on biodiversity, habitats and species for this section but that some local knowledge would be helpful. JD suggested MC contact Mark de la Torre, who has a wide local knowledge of wildlife.
  • Call for sites
  • The ‘call for sites’ signs have been displayed at the village hall and at the Old Rectory gates. The website is updated. JD will include an article in the August Cider Press and submit copy to the Hereford Times in their villages section. Posters will be distributed on local notice boards. The deadline for submission of CFS is 19th July but LK suggested that within reason this should deadline should be extended if late applications come in. CFSs should be submitted to the parish clerk, forms are available on the website.
  • Applications will be publicly available to view and AECOM will be responsible for assessing the sites once they are submitted for their suitability.
  • The process is as follows: –
  • Applications are submitted
  • A map is produced showing all applications
  • AECOM technically assess the applications and grade them as Red (rejected), Amber (possible) and Green (they meet all planning criteria) and produce a report for the parish council.
  • The parish council consult with AECOM and input local knowledge which may affect the grading of applications.
  • The final CFS document with the accepted sites for development is recommended by the SG after a public meeting and any amendments agreed in consultation with the public are included in the NDP.
