NDP SG Notes 12th Aug 2020

Stoke Lacy Neighbourhood Development Plan Steering Group Meeting 29th July 2020 at 6.30pm held at Stoke Lacy Churchyard.

  1. Update on outstanding actions

Most of the outstanding actions are completed or in progress: – 

  • MC has distributed a draft budget for the project.
  • The latest version of the draft I&O document has been circulated and a first draft will be submitted to Louise Kirk up before her holiday on 10th August.
  • Technical Issues (Forum)

There have been some difficulties with SG members getting notifications about updates to the Stoke Lacy NDP forum and with uploading documents to the site. JW will amend editorial rights to include all SG members.In the meantime, email any documents for inclusion on the forum to JW to upload.

  • Call for sites progress (CFO) 
  • BM reported that one application for CFS has been received. He proposed that the applications be discussed once more had been received at the next meeting of the SG.
  • The deadline for CFS is 19th August, but there should be some flexibility within a reasonable extension of this should late applications come in.
  • Communications
  • JD has completed the Cider Press (to be distributed around the village from tomorrow – 30th July) including the CFS poster, BM’s article and a business letter drafted by MW, the article has also appeared in the 23rd July edition of the Hereford Times. CL has distributed CFS posters around the village
  • CL to photograph posters in place for evidence of communication.
  • Issues and options document (I&O)
  • BM has produced a first draft of the I&O document and has been updating as sections from SG members have been submitted. MC is consulting with Mark de la Torre on the Environment section and this should be completed by next week.
  • MC raised the question of provision for gypsy and travellers sites as this is something which is mentioned in the SEA scoping papers. BM understands that such sites are only necessary to include in an NDP if the Herefordshire Core Strategy includes them in the particular parish. This is not the case in Stoke Lacy.
  • CL raised the issue of council/social housing in the parish and whether there should be some specific provision for this in the I&O.
  • MW asked how she should respond to business owners’ requests which may be beyond the scope of the NDP. BM explained that the purpose of consultation was to gather opinion from various interest groups and that some matters which are outside the scope of the NDP could be included in a separate document which would be to inform future plans for the parish council. 
  • BM to raise the issue of traveller sites and social housing with Louise Kirkup and Samantha Banks.
  • CL to re-draft Colin Simmonds artwork to form a wraparound for the I&O document and send to BM.
  • Settlement boundaries
  • FL has drafted further examples of proposed settlement boundaries. These include land between the Wye Valley site and the settlement on Woodend Lane at the Stoke Cross area and a revised version of the Stoke Lacy area.
  • A discussion took place regarding the protection from development of certain green sites and historic sites such as the motte in Stoke Cross.
  • Once the CFS have been established, FL will draft several versions which can be ‘voted upon’ at the forthcoming public meeting.
  • Schedule next public meeting
  • A discussion took place regarding possible dates but it was agreed that the current situation with Covid it makes difficult to make plans about dates with certainty.
  • The village hall capacity is currently a maximum of 20 people at one time and this makes a large gathering problematic.
  • Discussions took place about what the format of a public meeting or public consultation could be with or without restrictions. Proposals included: –
  • Printing and distribution of the draft plan to all households.
  • Production of a short video about the NDP to be posted on the website and to be played on a laptop in the village hall, reducing the need for one ‘speech’ and a large audience.
  • A whole day or weekend open meeting with small displays on topics like, housing, settlement boundaries, business etc. and invitations to members of the public to make comments and ‘vote’ on various options.
  • AOB
  • The next meeting of the NDP steering group will be on Wednesday 12th August at 6.30pm in the churchyard NOT on 5th August.
  • BM has submitted a grant application for funding for AECOM to undertake technical assessments for CFS.
  • There will be a further application for funding subsequently for AECOM to draft policies for the NDP.
